The Union Cabinet has given its approval for a 50% increase in Dearness Allowance (DA) in March 2024. Highlights of 7th Pay Commission

Here are the key highlights of the 7th Pay Commission:

  • Minimum Pay: The minimum pay at the entry level has been increased from ₹7,000 to ₹18,000 per month. For a newly recruited Class I Officer, the minimum salary is now ₹56,100 per month.
  • Maximum Pay: The maximum pay at the level of secretary/equivalent has been increased to ₹2,25,000 per month for the Apex Scale (The Apex scale ranks just below the Cabinet Secretary Grade, making it the second-highest grade in India) and ₹2,50,000 per month for the Cabinet Secretary and others at the same pay level.
  • Annual Increment: The rate of annual increment has been retained at 3%.
  • New Pay Structure: The existing system of pay bands and grade pay has been replaced with a new pay matrix.
  • Fitment Factor: A fitment factor of 2.57 has been proposed to be applied uniformly for all employees.
  • Military Service Pay: Military Service Pay (MSP) will now be admissible only to Defense Forces personnel, with an enhancement for various categories.
  • Modified Assured Career Progression (MACP): The performance benchmark for MACP has been set at 'very good', and no annual increment will be given to employees who do not meet the benchmark in the first 20 years of service.
  • Allowances: There are 36 updated allowances and 52 allowances abolished. The House Rent Allowance (HRA) has been increased based on changes in basic pay and Dearness Allowance.
  • Advances: Non-interest-bearing advances and other interest-bearing advances, except Personal Computer Advance and House Building Advance (HBA), have been abolished. The HBA ceiling has been revised to ₹25 lakhs from ₹7.5 lakhs.
  • Pension: The pension formulation has been revised for civil employees, including Central Armed Police Forces (CAPF) personnel and defense personnel who retired before January 1st, 2016.
  • Gratuity: The ceiling on gratuity has been enhanced from ₹10 lakhs to ₹20 lakhs, with a provision to increase it by 25% when Dearness Allowance rises by 50%.
  • Performance-based Pay: The introduction of Performance Related Pay (PRP) has been recommended, which will include the existing bonus scheme for all categories of Central Government employees.

The Associate Professor pay scale will change with the adoption of the 7th Pay Commission, effective from January 1, 2017. Associate Professors are eagerly anticipating the implementation of the 7th Pay Commission as it will significantly alter their pay range.
